This document does not aim to give a comprehensive overview of co-management but seeks to provide a viewpoint based on the experiences of the FMSP projects in question.     Citizens of Character - The Values and Character Dispositions of 14-16 Year Olds in the Hodge Hill Constituency

    Citizens of Character explores the attitudes, dispositions, and values of 14-16 year old students in a particular urban environment - the six schools of the Hodge Hill constituency in Birmingham - and the extent to which the education system and the local environment advance or inhibit their sense of self, their values and their character development. These students constituted a heterogeneous group of religious and non-religious individuals. This project goes beyond the normal exploration and measurement of strengths of character in individuals and looks at the factors that build character in families and schools. This research has wider implications for the relationship between character and aspirations, social change, school cultures, citizenship, identity and religion. The study discusses what students understand by character. It set out to ascertain the moral values held by a group of students living in an inner-city area. The study sought to question who or what has influenced their moral values and examined which individuals, institutions and situations might have hindered or promoted their development. Some of the issues and concerns which arose - for example, relations with neighbours, the matter of local and national pride and questions of trust - may seem not to impinge upon character education as such but are relevant in a wider context

    Conflicting Goals: Energy Security vs. GHG Reductions under the EISA Cellulosic Ethanol Mandate

    Increasing energy security and lowering greenhouse gas (GHG) emissions have been prominent goals in recent energy and environmental policies. While these goals are often complementary, there may also be cases where they conflict. A case in point is the Energy Independence and Security Act of 2007 (EISA). The goals of EISA are to increase the United States' energy independence and security as well as to increase the production of clean renewable fuels. Title II of EISA establishes mandates for increasing the use of low carbon fuels to replace gasoline. While the Title II mandates will meet the energy security goal of EISA, the mandate for the use of at least 16 billion gallons of cellulosic ethanol by 2022 may conflict with efforts to reduce substantially the nation's GHG emissions over the next 20 years. The nation's production capacity for biomass is likely to be limited and the use of biomass to replace coal in generating electricity yields 2 to 3 times the GHG reduction associated with using cellulosic ethanol to displace gasoline. Thus, there is a trade-off between the energy security gains of the biofuels mandate under EISA and the more effective (in terms of GHG emission reductions) use of biomass in the electric utility sector. One means of evaluating this trade-off is to examine the factors that affect the costeffectiveness of diverting biomass from electricity production to cellulosic ethanol production. This paper identifies some of the key factors that affect the cost-effectiveness of the energy security and climate change goals of EISA. The cost-effectiveness of EISA will depend on (1) constraints on biomass production, that is, the extent to which the EISA mandate may crowd out the use of biomass to generate electricity; (2) the world oil price (and the cost of production of cellulosic ethanol); and (3) the social cost of carbon.energy security, cost-effective policy, cellulosic ethanol

    Inducing the mu and the B mu Term by the Radion and the 5d Chern-Simons Term

    In 5-dimensional models with gauge-Higgs unification, the F-term vacuum expectation value of the radion provides, in close analogy to the Giudice-Masiero mechanism, a natural source for the mu and B mu term. Both the leading order gauge theory lagrangian and the supersymmetric Chern-Simons term contain couplings to the radion superfield which can be used for this purpose. We analyse the basic features of this mechanism for mu term generation and provide an explicit example, based on a variation of the SU(6) gauge-Higgs unification model of Burdman and Nomura. This construction contains all the relevant features used in our generic analysis. More generally, we expect our mechanism to be relevant to many of the recently discussed orbifold GUT models derived from heterotic string theory.     Regional Variation in Rental Costsfor Larger Households

    Housing costs comprise a major part of most household budgets. Larger households require greater space than do smaller households but do not necessarily have larger incomes. The cost of extra housing space (e.g. the cost of an extra bedroom) may vary across different locations, both absolutely (dollars per week) and proportionately (percentage of overall costs). If this is the case, differential regional costs of additional space may provide an incentive for different sized households to locate in particular areas where housing costs most appropriately fit their needs. Our analysis uses tenancy bond rental data to analyse the cost of renting an extra bedroom in different locations throughout New Zealand. It discusses the theory of what determines rents. We then examine the nature of regional rental costs, testing whether the documented patterns fit with theoretical predictions. Finally, we reflect on what the results may imply for social outcomes and housing policy in New Zealand. To give a flavour of the issues, consider the following. In 2003, the average weekly rental cost of a two bedroom dwelling in Auckland was 37morethanforaonebedroomdwelling.Thecostofathirdbedroomwasanextra37 more than for a one bedroom dwelling. The cost of a third bedroom was an extra 50 and the cost of a fourth bedroom was an additional 90.Thusweeklyrentalcostforafourbedroomdwellingexceededthatofaonebedroomdwellingby90. Thus weekly rental cost for a four bedroom dwelling exceeded that of a one bedroom dwelling by 177. In Manawatu-Wanganui, the cost of a two bedroom dwelling was 38morethanforaonebedroomdwellingβˆ’almostidenticaltothemargininAuckland.ButthecostofadditionalbedroomswasmuchlowerthaninAuckland:38 more than for a one bedroom dwelling - almost identical to the margin in Auckland. But the cost of additional bedrooms was much lower than in Auckland: 29 for a third bedroom and $33 for a fourth bedroom. This raw data might suggest that it would be beneficial for larger households to locate in Manawatu-Wanganui and for smaller households to locate in Auckland. However, the interaction with other factors has to be taken into account before such a conclusion can be reached.     Synthesis of FMSP Experience and Lessons Learned for Fisheries Co-Management, Final Technical Report

    In November 2012, the UK Department for International Development (DFID) set the terms of reference for a commissioned assessment of fisheries and aquaculture science. The task was to complete a "scoping review", consisting of an in-depth assessment of the existing evidence related to fisheries and aquaculture activities in developing countries and their contribution to economic growth, food security and nutrition. For this the assessment was expected to identify the existing evidence and 'evidence in the pipeline' (i.e. to be published imminently) from the existing literature, compile it, and provide an assessment of the strength (in the sense, scientific rigor) of that evidence, and identify knowledge or evidence gaps. In addition the assessment was to be complemented by a mapping of existing relevant interventions in fisheries and aquaculture. In order to conduct this assessment, the team of consultants adopted a six step methodological protocol that allowed them to assess in a consistent manner the scientific quality of the documents included in the assessment, based on quality, size and consistency of the evidence. After scanning, 202 documents were retained. The main evidences from these 202 documents were organised under two main threads: (i) Developmental outcomes, including food security; nutrition; health; economic growth and (ii) Mediating factors focusing on governance; and gender
